Any person who shall allow any cat to remain habitually, or to lodge, or to be fed within his home, business premises, yard, enclosure or place, shall be deemed to be keeping or harboring said cat within the meaning of this article.

There shall not be more than three (3) cats at any residential or commercial address within the City.

Any person who keeps or harbors cats is permitted to feed only those cats, subject to the limitation set out in section 2-302.

The owner or keeper of any cat(s) cited for violation of this article shall be guilty of a Class C violation, punishable by a fine as described below and/or imprisonment for a term of up to 30 days.

1st Offense: $50

2nd Offense: $100

3rd Offense: $250

4th Offense: $500

5th Offense: $500 (Court may issue restrictions on future cat ownership).
