The Standard Traffic Ordinance as adopted is hereby modified by adding thereto the following: The governing body may, by resolution, establish and fix the location of such traffic control devices as may be deemed necessary to guide and warn traffic under the provisions of this chapter, other traffic ordinances and the state laws. The city shall place and maintain such traffic control signs, signals and devices when and as may be required by the authority of the governing body to make effective the provisions of this chapter and other ordinances for the regulation of traffic. Any official traffic control device placed pursuant to this section shall be marked and labeled on a map of the City of Goessel for the purpose of displaying all such traffic control devices and shall be filed with the city clerk to be open to inspection and available to the public at all reasonable hours of business.

The governing body having determined upon the basis of a traffic investigation and after examining the use of the surrounding property, has determined that the speed limit permitted under state law and Section 33 of the Standard Traffic Ordinance, is greater than is reasonable or safe under the conditions found to exist, except as to Main Street; and the governing body hereby determines and declares that the reasonable and safe speed limit throughout the city other than on Main Street west of Wheat Street, is and shall be set at 20 miles per hour. The safe speed limit for Main Street west of Wheat Street shall be set at 30 miles per hour. The chief of police is hereby directed to erect appropriate signs giving notice of such speed along the streets, in such locations as the chief of police deems to be necessary.

No truck or other commercial vehicle shall be operated upon any of the following streets during such times as appropriate signs are place on such street: Marion Street from Cedar to Poplar Street; Poplar Street from Main to Centennial Street; and Wheat Street from Main to Centennial Street. The chief of police is authorized to erect appropriate signs giving notice of no truck traffic. However, adjacent premises to such streets may be served if, but only if, an alternated delivery route is unavailable to such premises.

No person shall drive any vehicle in any race, speed competition or contest, drag race or acceleration contest, test of physical endurance, exhibition of speed or acceleration, or for the purpose of making a speed record, and no person shall in any manner participate in any such race, competition, contest, test or exhibition. The prohibitions set out in this section may be enforced on public or private property, not only the highways and alleys of the City, including but not limited to parking lots and fields. HOWEVER, this Section shall not apply on the private property of an owner who obtains an exemption from this Section as follows: If, but only if, an owner of the real estate requests in a written document which has been personally presented to the City Clerk for Goessel, Kansas during normal business hours, that the owner requests the Section not be enforced on his or her property, then such property designated in the request shall be exempted from the enforcement of this provision. For purposes of this Section, all governmental agencies other than the City of Goessel shall be deemed to be private owners and shall be entitled to cause their property to be exempted hereunder.

(a)   The parking of camping trailers and recreational vehicles in the City shall be restricted as follows:

(1)   Camping trailers or recreational vehicles may only be parked in a side yard, back yard, or driveway and must be stored on gravel or concrete surface. No camping trailer or recreational vehicle shall be parked in the front yard.

(2)   Camping trailers or recreational vehicles are not to be parked in any street.

(3)   Any camping trailer or recreational vehicles may only be used for temporary occupancy for no more than two weeks unless parked in a designated recreational vehicle area.

(A)  The “RV” parking stalls on the Bethesda campus where permanent water/sewer hookups are available are the only designated recreational vehicle area.

(4)   A camping trailer or recreational vehicle shall include any and all mobile structures intended for recreational or temporary lodging purposes whether pulled behind a vehicle, mounted on a vehicle, or self-propelled.

(5)   Stored camping trailers or recreational vehicles shall be roadworthy, tagged, and stored neat and orderly.

(a)     No camping trailer or recreational vehicle shall be parked in the City Park for more than 72 hours.

(b)     Violation of this section, upon first conviction there shall be a fine of $100; a second conviction or violation of this section shall have a fine of $300; a third conviction or violation of this section shall carry a fine of $1,000.
