ARTICLE 1. MOBILE HOMES
(a) MOBILE HOME. A structure which is not subject to the federal act and which is transportable in one or more sections which, in the traveling mode, is 8 body feet or more in width and 36 body feet or more in length, and is built on a permanent chassis and designed to be used as a dwelling, with or without a permanent foundation. This is the term for a manufactured home prior to the requirement that the home be subject to federal regulations by the U.S. Department of Housing and Urban Development.
(b) MANUFACTURED HOME. A structure which is built in a factory and subject to federal regulations by the U.S. Department of Housing and Urban Development. It is transportable in one or more sections. It is built on a permanent chassis and designed to be used as a dwelling with or without a permanent foundation.
(c) MODULAR HOME. A structure which is built in a factory, generally more than one module, and is transported to its site, where it is put together. It is placed on a permanent foundation and generally does not have an axle or the axle is removed. This type of home becomes fixed to the property it sits on. Its construction is generally subject to the local building code and not the federal codes governed by HUD.
(d) FACTORY-BUILT HOME. Means a mobile home, manufactured home or modular home.
(e) MOBILE HOME PARKS. A tract of land which has been planned, developed and improved for the placement of mobile homes.

(a) No pre-June 15, 1976 mobile homes are allowed.
(b) Within the corporate limits of the city, manufactured or modular homes in one module may be permitted only in an approved mobile home park, providing all state and local regulations are complied with. Manufactured or modular homes in two or more modules may also be permitted in a mobile home park or when both are placed on a permanent foundation, will also be permitted outside of a mobile home parks on a lot which complies with all regulations of the city. Such structures shall first be submitted to the city council for review as to architectural conformity with the surrounding neighborhood to ensure that any contrast in appearance will not depress property values in the neighborhood.
(c) A manufactured home may also be permitted by the city council for the purpose of temporary relief from a local disaster, such as fire, wind or flood damage, provided such a manufactured home shall be removed from the premises within six months of its original placement.
(d) A manufactured home may be occupied for a reasonable period of time at a construction site by a night watchman for security purposes or by construction officials for office purposes. Such permission may be canceled by the city council upon three days written notice when, in its opinion, the intent of this section is being violated.
